CDM does not stand for "Cadbury's Dairy Milk" but the Construction (Design and Management) Regulations which have been revised in April 2015.

Who Needs a CDM Consultant?

The regulations apply to all construction projects, the client (including domestic jobs), the Principal Designer and the Principal Contractor all have new responsibilities.

And if the appointments are not made?

There is a legal requirement for designers and contractors to advise clients of their duties. If the client fails to appoint a Principal Designer and Principal Contractor they take on their duties.

Failure to comply with the CDM regulations is a criminal offence, punishable under the Health and Safety at Work etc. Act 1974. In addition an employee may bring a civil action for breach of the regulations against his employer.
